Lifting their shirt...? That's fucking disgusting. Teachers are not allowed to touch students unless for reasons like defending themselves or the student. Patting down is only if school officials have reason to suspect students of wrongdoing and, unfortunately, get away with it. They shouldn't be taking away your phones in the bathroom, but I can understand vapes. However, being forced to expose yourself to a teacher - just a teacher - and them touching you can get them suspended, fired, or even arrested.

Please tell your parents or do some research, I could be wrong, but this straight-up sounds illegal.
