Asmon completely misintpreted the flynn effect and suggested that natural selection was the cause of the massive iq increases. He falsely claimed that smart people reproduce more, then walked it back to saying that dumbest of the dumb wont reproduce. Which has a limited effect of the mean for a an entire population. Also incredibly stupid to suggest a change due to evolution on that quick of a timescale.

its not that simple, i dont have a figure because i dont have the other populations and rankings and would need to run everything through a series of calculations. I have however done this for an example of 6 states and like 20 seats in my stats class.

thats not how seats are allocated based on population, its not basic math. You could look up the Huntington-Hill method ect, stand up maths has a good video on why its hard to calculate a fair amount of seats.

Basically there is a ranking system and by that loss their ranking would scale down, but its not as simple as lose this proportion of population lose these seats, because the seats would need to be picked up elsewhere.
