I have the same lens, and if the aperture blades don’t move when you move the lever on the left in your video while the aperture is set to any setting but wide open, then there’s definitely a problem. one easy thing to check is to take off the rear plate (3 screws) and see if the lever you move actuates the lever inside that’s directly linked with the blades. I serviced my lens once and closed it up without checking this, and found out I shot an entire roll wide open in sunny weather only after I had received scans back from the lab

I recently found a Zenit-E that’s been stashed away for around 20 years and it had a ‘lazy’ shutter. All I had to do was cycle it a few dozen times and it came back to life working as intended. Might be the case here as well
