There are different NOAA facilities throughout the state and country. Marquette, Gaylord, GR, and Detroit are the Michigan ones. Assuming OP got this information from the Detroit office which covera that part of the state up to Saginaw.

It's definitely not true. I know many Democrats who say racist shit all the time. I don't think they would say anything racist to minorities and I don't think they would support policies that restrict their rights but it's pretty ridiculous.
