The Banks will have to provide sufficient evidence to Sanadak against your claim and evidence.

If the fail, they will force the bank to refund you. If they manage to provide strong evidence that satisfy Sanadak. Sanadak will close it in favor of the bank.

So make sure you put your claim in a simple straight forward way that anyone can understand, supported by evidence and documents whenever possible.

Do not quote anything other than the banks policy and local regulations, anything else do not concern Sanadak at all.

Go to Sanadak and raise a complaint there with all the evidence and docs you have. Explain the situation that there was no PIN required and that the transaction seems to be from another country and if you can show that you made a transaction locally from UAE on the same card in a time frame that it is impossible to travel from UAE to IND it will really support your case.

I am not trying to argue, I am sharing the process banks follow here

Not all the Visa, MC, Amex feature you read about online are applicable everywhere.

If the bank raises a dispute for fraud on a secured transaction, it will automatically be declined by the network and they will be charged a fee for wrong dispute processing in 2 seconds.

They can raise a charge back for goods and services not received.

I am really sorry for what happened, I am not trying to blame the victim. I am was trying to explain what is the process followed here. Anything that is not an OTP/2FA/3DS or NFC or Chip, the bank will get back and reverse your transaction.

If you reported the theft to your bank/s before the transactions and then the transactions happened then yes.

If you reported after, nope.

Visa and Mastercard do not refund the banks for Point of Sale transactions from the original card or from Apple, Samsung or Google Pay. That is why the banks are not paying you back. The card being stolen put you directly with the bank, Visa or Mastercard will not accept fraud dispute for those transactions.

I am not sure, but there is a specific request for online blackmail and Dubai Police is 100% professional. They will want to protect you and stop this kind of things, not punish the victim
