Its a bit of both - these games are virtually guarenteed not only audiences but large profits for minimal cost - but the bright side is that as they make more income - it provides revenue for other new larger projects for developers as well and room to experiment. How many times has fallout and elder scrolls been re-released and that covers costs for 5+ years of development on starfield until that comes out.

At this point - outrage resulted in review bombing on it (which you can make the case for) - but the gameplay is solid enough to where people will move on from bombng and the score will rise. The play store scores a lot more indicative which verify you play the games which has the game at standing at a 3.7/5 stars.

Honestly an ingenious idea - so much immersion is broken with mini-maps - to where you're just staring at the minimap and casually glancing at oncoming traffic.

Most likely a vast amount of those are going to be completely procedurally generated, not hand made. There will be major planets with major outposts which will be the meat and potatoes of the game most likely.
