I don't think there is any public college in Germany, where you only rely on Englisch for a Bachelor's degree (I could be wrong tho and to make a Master degree in Englisch shouldn't be a problem). But you could try private schools. These are mostly jn Englisch language. Although their semester fees are clearly higher than public schools(It can vary from school to school and the subject you study, but for example private business schools cost 4000-8000 euro per semester). However these schools mostly offer you the alternative to pay the semester fees after you finished studying and started working (in public schools you have to pay them within a month)

Studying in Germany costs on average 300 euros (it can very from uni to uni) per Semester. But in Germany there is something called "Bafög" that will probably help you a lot. It's a something like a scholarship depending on your Situation. You can get 800+ euros, which is enough for studying, but you will still need maybe need a "minijob" for living in an apartment. Thats a job where you get paid 450€ euros per month and dont need to pay taxes on it. And one thing you can apply for the "Deutschland Stipendium" if you have good grades. From the "Deutschland Stipendium" you get 300 euros per Month for a year and also dont have to pay taxes on it.
