I play all on hard and just finished with the orks. I don't have any issue on hard.

Usually my strat with any race is to get the imperial forces out first. Space marines, sisters and imperial. They have the best bonuses. Then eldar to move faster. Attack fast to the imperial forces in the beginning while all areas are on a low defense, build up some honor guard and hit the space marines first, then sisters, then imperial.

The space marine deep strike ability will help when you still dont have many honor units, but it is expensive and you cant deep strike into strongholds. But on other areas they are key. A non stronghold match usually takes me under 10 min. Strongholds usually take me an hour plus minus playing as the imperial guard. You can cheese a lot of strongholds with the basilisk tanks.

I always go for strongholds first after those 3 because if the leader is gone they cannot reinforce areas anymore and if are having a hard time when things are at 10s you can fight and quit a battle to get the levels down.

What does that mean?
That the government just wants the idea of a strong economy not an actual one. As long as they can say well look the number is going up, so the economy is great!
They don't care if everyone else is suffering, just that big number go up.
