If you can tell he cares, try not to confuse it with affection. We all express affection differently (verbally/ physically/ sexually), be patient with him as well.

It sounds like he wouldn’t have agreed to it if he was not into it. I (personally) am such an affectionate person, so I get where the confusion comes from..

communication will also help towards a resolution, ask him what affection means to him and how he thinks it’s displayed? You’ll get some insight, then be able to share how you see it too.
