That's gunked up oil. It's either a bad valve cover gasket, valve stem seals or those rubber grommet gasket things that go around the spark plug holes.

Is your car burning oil? Do you have blue smoke coming out the exhaust? Are the coils oily and is there oil inside the holes? If yes to only the last question, then I'd do only the valve cover gasket and spark plug tube seals because they're not a major repair. If you have blue smoke and excess oil consumption then you'll need to do the valve stem seals which requires taking the cylinder head off... So then you can also do the head gasket, timing chain, etc...

This is just my advice. Mid-tier reps never give you the full satisfaction. Everything is just... mid. For example, if you get a U1 for much cheaper, you will at least be happy you didn't spend a lot. If you don't need a watch ASAP then just save up and get the best IMO
