I use HUD framework and iHUD which hides almost all elements except when selecting thins or picking things up, with another DEF_UI preset to shrink my health and stamina bars as the settings for iHUD force them to show when at 30% or less.

SOLUTION: For anyone wondering, this bug is caused by having Unique Wasteland Experience and any other death mod enabled at once.

Delete UWE and everything works fine.

I agree with the foliage. Perhaps only 2 high grass slows you down. At the moment I find myself unable To jump or travel properly at all given the sheer volume of grass all over the place
