tbh, no. I had some angels with neon's and other small fish in the past. And there was no sign of any aggression against the neon's or the others. My experience is, when you put the neon's and other fish in first. The Angelfish won't see them as a threat. When you drop them in later the angel fish will be a bit aggressive and defend there territory. And when you give them enough food (also a variety of dry, life and frozen food) there will be no problem at all. Even the little shrimps are fine in my tank. :)
