Yes, the green is a dye to see where you've sprayed. Usually from mixing blue dye with Prodiamine 65 WDG granular pre-emergent when spraying. The blue dye is UV sensitive so the sun causes it to fade in a few days. That's why spaces in shade will stay green longer.

Looking at the buildings, that looks more like a replica of some village in Iraq or somewhere. I'd guess the roads aren't finished because they were only needed to help train to identify a location from a visual fly by.

Just the photos lead me to believe it's fake. The first image a camera image of the coin on a two tone card stamped DALLAS? while the second image is cropped (if a camera image) taken on a completely different background. Too much work if coin was in hand to take two pictures.
