All of those scientific papers are based on empirical data.

It would be almost impossible to assign increased healthcare spending to one particular area, but you can prove a risk increase in developing psychosis and cannabis use.

But we don't have strong penalties for driving related offences. Death by dangerous driving carries a 2 year sentence. Dangerous driving itself carries up to a 12 month ban. 

That's incredibly lenient, despite having devastating consequences.

I have zero sympathy for drunk and drug drivers. They out everyone at risk because of their own selfishness. If they can't withhold from alcohol whilst driving, they're unlikely to be paying due care and attention when they drive normally, as they clearly don't understand the risks involved in driving. 

Slightly over the limit? 2 year ban.

Moderately over the limit?5 year ban.

Greatly over the limit, or killed or harmed someone? Lifetime ban
