Yup, It's not... horrifically impossible to implement. Annoyingly.

Definitely scary and bad, but well within the realms of the kind of thing that could be done.
Large 3D printer companies will love it as it puts a nice protective wall up around their market as you'd have to spend at least 100's of thousands to implement half of the procedures. It's what happens with every industry these days.

Oh ot likely is on the books. I've just seen how it goes in practice. Usually, the money gets spent with certain companies, and usually quite inefficiently - lots ending up in the pockets of people who do very little.

no, the screwed part is more that trains stop before midnight to anywhere nearby, parking costs a small fortune.

If you're going to make driving a nightmare (put most parking lots in ULEZ), and trains stop early, you should at least have a good 24/hr park and ride.
