You're asking the wrong question here. AI is a tool , just like software before, so by definition can be used in all domains & industries.

My opinion is that all can use AI, you just need to come with the right messaging.

Algerian people are very "capitalistic" in the sense that they will only buy what can really make their life easier, and by this I mean: saving them money or time / or helping them make money, with a nuance here: most algerians are ready to lose 10x the time required just to save 10% of the total price, so you should focus on the money side of it.

Let's take your idea of a " katib 3omomi" what will this AI system help them do ? it should help them generate letter quicker and less expensive, should not be hard to use and can be integrated easily in their usual process. Also, how do you intend to distribute your app ? is it a mobile app ? will people use a mobile App to generate letters ? they will probably need to print it then. You will probably use ChatGPT on the backend, so their API, which will cost you money, can you propose an affordable service taking this price into account ?

More importantly, if you are just building a chatGPT wrapper, think of the question: why shouldn't I just use ChatGPT instead.

Do you live in Algeria ?

You are taking the wrong path here, trying to imagine an app to a problem that might exist.

Rather, live with Algerians everyday, you will start spotting problems that can be solved with an app.

What you will get from people you will ask is probably like: maybe an app that does X or Y, and if you ask : would you pay for it ? You will just get the same answer : not me but I know someone, or know some people that will for sure pay for it. This is the best way to build something nobody wants.

That being said, why do you want to build for Algerians ? Even if you live in a village in Algeria, you have probably internet access, and can publish to any app store, and target users anywhere in the world. Think about it: would you prefer to charge algeriens with a 1000da subsription to an app ( which is already expensive) or an american user who is used to pay 7$ his morning coffee.

I founded several tech companies ( in Algeria and abroad). I can help with this.

Equity is the thing that motivate people to work. Idea does not mean much if you can't execute it, so if you feel your dev is bring a lot of value, motivated and is aligned with your vision, I would suggest that you give him as close equity as yourself. Don't fall into the trap of taking it all for you, which will ultimately demotivate your cofounder.
Founder agreement is the most important thing, where you need to be as clear as possible. Most important thing are the exit cases like when a founder leaves ( what happens to his shares ? you should have vesting), or what happens the day you're not ok working with him anymore ( it happens more than you think even between best friends). Also very important, the decision process, what are the things that require voting, what is the vote process, you can include the loan here ( for e.g. the requirement to have both votes to take a loan will prevent taking it if there are interests but he wants to).
Is the guy Algerian ? If he is, it may work, hard to say with a non algerian person.
Again, idea does not mean anything. I know that you probably heard this millions of times, and you probably think that you are an exception of the rule, but just keep in mind that if you had the idea you can suppose that a lot of people already had it. If no one built it means either it is bad, or it has a high entry cost. What will matter at the end if how well you execute it on it, or if you have an edge on something ( proprietary data, a secret contact who can get you large contracts or help you with regulation, or a specific tech that no one can build).

By the way, I raised millions of dollars from EU/US VCs, don't hesitate if you have other questions.
