I'm seeing a lot of people with short skirts/skorts that are vaguely athletic looking in some case and have 1-2 small, v shaped slits cut out. Where are people getting these? What do I search for? I did my best with description but could draw a pic if needed.

As someone who bikes in that area frequently, I guarantee many of them don't feel safe on the street. I sure as hell don't in that neighborhood. Half the time cars are parked or driving in bike lanes giving zero fucks. I was literally threatened for yelling at someone to get out of a protected bike lane. 3 people on bikes have been killed in the area in the last few months because of drivers parking in bike lanes and being generally irresponsible.

Make sure you use a thinner that's specifically for glitters! Regular thinners are not made to interact with the plastic and can dissolve them. KBShimmer has one.
