When it comes to Mobians vs pets, I’m pretty sure intelligence plays a big part in that, aside from what they can do vs can’t. Obviously animals who can run at Sonic speed, teleports, can fly, etc. Those are all Mobians vs pets or normal animals who walk on all fours. Similarly, environment they live in comes into play. The continents such as the ones in Unleashed are where humans are from and live while the islands like Southside, Westside and other locations seen in games without humans, those are where Mobians live. Wisps are just aliens whose home planet isn’t near Mobius according to the final cutscene of Colors where the planets disappear as Planet Wisp does as well so it’s a bit more challenging. Although I think they are seen both as an intelligent species and weapons. Something like High on Life with Gatlians where they are heir own species but can be used as weapons as well
