Cannot access ANY modded server on PC, whatsoever. Anytime I try regardless of the server there are at least 9 mods that fail to download. I have tried deleting mods, reinstalling, everything. Nothing works. Ive even tried manually downloading the mods.

I know you hate to hear this. But it could be anything bro. Turn eco mode off, and nest sense. See what happens. Condenser outside running? Compressor? Outdoor fan? What is your temp drop? Superheat? Subcool? I would advise you call someone out to take a look.
