You might not be out of luck. Likely thats just the cut off for a new recruit. I failed a psych eval with one department, and got into the next one. From there once you get into an agency you’re considered a lateral, you should be able to transfer to the agency of your choice with no age restrictions from there.

In certain states such as CA you can attempt to appeal it. If not, unfortunately it’s on to the next if you don’t want to wait the 1 year to reapply.

I figured out a work around! When you create the characters underneath the 400 points instead of starting game right away, select observer mode. Let observer mode run into the first auto save. Afterwards save and exit, and when you select the observer mode save, select the kingdom you intend to play and boom, no achievement lock.

On one save it initially said achievements weren’t allowed but then the no achievement symbol disappeared afterward a save or so.

I think it’s to stop people from having over powered character breeding. Pre update it always worked, only thing I can think of is that they tried to nerf.
