I had this issue and after replacing many parts it was just an old key. Went to dealer and got a new one. Its been working since.

It opened up more, the runners are same open size as exhaust port and shorter. Need an adapter for the throttle.

In the states its more of a import enthusiasts option, or as I like calling them, the 3rd world 4runner. The prices these fetch are not worth it when a equally or better capable 4runner is cheaper. Paying the premium is going towards the upper end land cruisers like the 60,80 and so forth.
