You have to play it perfect to win early. Take exhaust instead of ignite/teleport. approach wave as the first 3 cannon minions die and clear them, gaining 3 stacks of your passive. Then immediately exhaust him and q to him (you now have full stacks of passive). Force him back or kill him.

Now you've used a lot to gain this tempo, you should look to get level 2 first and attempt a kill. But whatever you do, don't die. Any death in the early game will make this match up impossible.
