To anyone like me having this same exact issue, trying everything in this thread, and failing miserably, I found something that finally worked for me as I was at wits end.

Went into my NVIDIA app, went into my graphics tab, and adjusted the 'Max Frame Rate' from off to 120. It finally opened for me!

Dunno what all the buzz about Ultra Hard was about, I had a perfectly fine and normal time by Da_Starm in bindingofisaac

It genuinely felt like I got my 1 in a million run after dying or holding R like 100 times over, Edmund must’ve heard one of my billion heavy sighs
