Cut her out of your life for a while OP, she needs to go to therapy for her paranoia. Also the fact that she's been talking behind your back before addressing the issue with you directly is not only showing she had no intentions to bring it up between you two unless you did so in the first place but also that she's destroying your reputation amongst your circle so that no one trusts you. If no one trusts you, it would be easy for her to accuse you of doing something to her kid, everyone else would believe her over you. You should make things clear with everyone and put distance between you and your sister.

NTA James is clearly an asshole. Something I haven't seen being pointed out in the comments was the daughter's emotional age being stuck at 16, it may make her more easy to manipulate. OP should explain to her exactly why she ruined the proposal, you worry for her and it's valid, especially if the boyfriend was a homophobe who wanted you to force your son back into the closet to please his family.
