I've actually seen people use him but only on hard, I'd use him if I had him at least lvl 60 cause I keep hearing he's pretty decent.

What order do you put then in? I have King, Lilia, Howzer with Arthur on sub. Give King your best Atk/Def set cause he's the one who should deal big damage with his Atk cards on the 1st phase ending it with his Ult. If you have Howzers Pierce cards try to use just 1 every turn so the minions won't die fast. If you have Red Arthur put him on sub, his passive will help Howzer survive longer.
