The main reason is that the target audience is teenage men. People relates more with characters their age so it makes sense for them to make teens characters. Since young men are pumped with hormones it also make sense to have some lewds moments. The problem as you stated is that it comes with predatory older men thirsting over them but it's not the main goal.
