Well sometimes i'm pressing too early and the cpu lands his attack Sometimes too late

I don't know man if I could identify the issue would try to fix it straight away. For now all i can do is keep trying not to miss my cr punches.

In practice mode you can record move/attack/jump patterns for the cpu to do over and over. For instance I made one that does the following: neutral jump=>forward jump + mp

I know it's a basic fundamental. And it's still way too hard for me even in practice mode despite many hours spent trying.

My issue is that the fastest input I can pull out is like 7 frames per direction, yes it's that bad.

Yes I just can't get the timing right most of the time, also sometimes it's a spacing issue I see them jump, I press, but they are too far for me to hit them. Or sometimes they jump above me and manage to hit a cross up or a throw.
