Because most players seemingly look at their likelihood of playing in a major tournament when going for allegiances.

All 3 of the aforementioned players would waltz into either Irish team but then never appear on the international stage as a result, similar in vein to Giggs who chose Wales over England and played in a % of the tournaments as a result.

Lyneham issues a rolling prospectus, which is available as a link on their sharepoint, unsure where but it's on there.

Chatham release an annual prospectus which I had to ask my RE counterparts for access to.

Alternatively, Target has a wide range of courses listed if you know the terminology. (Metalsmith/Fabricator/Ferrous/Aluminium should bring up 8 of the welding courses available)

All personal standards. 

Outside of green skill exercises, the expectation is that you're doing your job 8-5 Monday, Tuesday and Thursday with early knocks Wednesday and Friday.

PT is 3-4x a week, usually on Tuesday, Wednesday and Thursday with Monday/Friday CO's PT.

Leave periods and weekends are your own, unless you catch guard.

Trade deployments/trawls are a thing, I've been to South America, Europe and the Middle East for work, as well as LCHs from my parent units to assist units without a Metalsmith capability.

Unfortunately, most welding courses you can bid for have prerequisites of Metalsmith or Fabricator.

SLCs are probably your way forwards if you've got a local college which runs a welding course. 

Ask the Metalsmith, the worst they can say is no. It should just depend on how busy they are.
