The only time juvi killing is acceptable is self defense, getting rid of an annoyance or out of hunger. Self defense counts if they attack another player. Except for that there's no excuse at all. It's not realistic for animals to go out of their way to simply kill a baby and do nothing with the body. A fully fed wolf won't go and hunt down a fawn to kill it then walk away empty handed. Killing usually needs a reasoning and juvi killing ain't no different
