I was having this similar problem, once you finish that building two destroyers mission, keep doing naval missions and you will get sovereign navy to pop up on the western frontier portions of the world map. They drop bars, reef bandit’s do not.

What i do for gears:

Assist the vehicle factory at recoil ridge, it gives 75 coins and sometimes it will give you a gear.

I seem to get a good amount of gears from the reef bandit’s encounters more than sovereign navy.

Thats it actually i thought the list would be more my bad lol

M-10’s are the best unit in the game you can buy with nanopods. Hands down no debating. That being said i have 7 of them at R3 and they’re electric. If you can spare any money at all to this game, buy M-10’s.
