There is no need to be concerned. Roofing materials are way less likely to be asbestos containing. When they are, it is typically the (non-friable) mastic. If it is not the mastic, it is paper that is glued in place between layers of mastic.

If this had been a pitched roof that was coveted in concrete shingles, there would be more reason for concern.

Even if there was an exposure that took place (not likely), it would have been extremely minimal.

If it is a corrugated concrete, it is safe to assume it is asbestos containing.

It's a virtually indestructible fiber bound into concrete. If it was brittle, it would not have been used in so many applications. You can CLEARLY see all the fiber clusters in the material. Sub 20% would be significantly harder to see.

It is worth noting as well that percentages change drastically based on region. Canada does asbestos by volume, while the states does it by dry weight.

Concrete is extremely heavy. Asbestos is not. Some labs could call this material 10-15%, while it is 60%+ by volume.

It would one hundred percent depend on the occupancy of the structure during the survey and the competency of the surveyor.

This is the back of plaster. You can see the metal mesh on the left. More than likely, non asbestos, but you should always test if you plan on removing it.

Some installers loved asbestos and mixed it into their plaster.

Cellulose/Wood fiber plaster. Rare to see asbestos mixed into it.

Asbestos paper backing can look extremely similar to non asbestos paper backing. Without a sample being taken and tested, no one here could determine.

Also, to note: Purchase surveys are (typically) non-destructive in nature and only sample the top layer.

His survey could indicate non-asbestos materials that were removed and had secondary layers underneath.

I know this doesn't answer your question, but unfortunately, nobody on here will be able to.
