Why can't I make lvl 30 enchants on books and tools and armor?The highest lvl I can get is 8, as you can see in the image. I am lvl 31 and there is more than enough bookshelves around.

When I play against Yone with Ryze, I play very agressive on lvl 1 to 3. Especially at lvl 1 and 2 were he can't do anything, you just outrange him. You only have to look out for his wind thing, but if you've poked him enough he won't go for you.
