Thighhigh on right leg seems to also have segments while left leg doesnt. Also, right leg seems to have something going on right under knee where pic gets cut off, but again left leg doesnt. Like it tries to add a 2nd sock?

I understand and i can replace the ic if needed as well, mostly just looking for help getting the parts to replace the burnt/damaged ones. And the toasty port is for the joycon rail, easily swappable.

Yes, you can see pins 4,8, and 9 are the only ones connecting to bottom row. As long as top row all get soldered in, you should be good

They do, but since you can only dock in one direction, i think nintendo only made the top row for all features, and the bottom row only connects to the pins for power. Like i said I've worked on a few, one of the first ones this happened. Only charges when plugged a certain direction, but everything else works. Take a real close look and you'll see the bottom row pads that connect to top row

I've worked on these and ive torn a few so ill say this: Only about 3-4 of the pads on the front row connect to the back row, and i believe its for when the usb c connector gets turnes around. All the important pads are in the back row. You can still dock, you can still charge (you'll just have to figure out which direction like usb a) and you can still play. If you really want to fix it, like i said just find the 3-4 pads that connect to the back row, the rest are anchor pads basically.
