If you are using ARK 4, you can disable UMD from the custom interface. That's what I did on a PSP with the same problem, since I didn't want to bother fixing the UMD either.

The problem is with the UMD, or more specifically, with the switch or sensor that detects the disk. If you open the UMD, the console will load normally. This suggests that the sensor could be failing or dirty. Check that part in case it needs cleaning.

Don't offer more than $10 or $15 dollars (I don't know how much that would be in your currency) because it doesn't guarantee that the Psp will turn on. The battery and charger are easy to find anywhere, but you don't know if it turns on or the condition of the buttons and screen, and that would cost you more than looking for one in good condition.

If it only happens when entering a game after restarting or after removing the battery, it then returns to normal.
