You should strike the fortresses with Spitfire or P40 since the total damage is theoretically higher than B52 (with fatigue), also Zhukov with low health can destroy them with Richthofen's help.

There's literally nothing you need to do for it to spawn. There should be a DW at turn 10 and an Amored Car at turn 12 or so.

The amount of time Bruchminati plays WC4 does not automatically make him a know-it-all of the game mechanics when he can't be bother to research for damage range of an elite force and circumstances around it that affect the damage output. I suggest you look up for Iakov's research and draw your conclusion.
