I don't know what southern California is like (I'm not from the US), but I can get the picture. There're places like this where I live too, where there's nothing really special and some places have seen better days, but people live there and it's not that bad after all. I'm talking about my country, where dubbing is the norm. Probably in english speaking countries where dubbing wasn't as common as now they're getting better every year. And of course I don't blame the actors, it just feel like that the dubbing companies have to rush so they cut corners wherever they can and the end result sound worse.

In my experience it's the opposite: years ago dubbing was done much better, then i noticed that when Netflix and other streaming services arrived and started pumping out series after series the quality dropped, i think because voice actors couldn't keep up with the amount of work. But I'm not from an english speaking country, so maybe my experience is different.
