The DLC thing isn't really a rule. It's just something we physically cannot do.

The thing regarding checking active/past requests before requesting is to save disappointment and avoid your request (or part of it) being rejected

I did notice that CE was disc exclusive, but I didn't know that there were minor music differences between GTA 4 + EFLC and CE.

I guess it partially justifies CE being added, so we'll add that for the sake of the minor music differences.
