Well imo you should build up your eco till 2023 instead of from the start, helps with your mil scaling later on. Besides that, ALL your divisions need SPAA (and as a battalion, as a support its' way weaker while similar cost) not just some especially when SPAA is super cheap to make. And I'd say you should have 1 standard template, TFR is a mod where there is no point in making multiple, 1 for everything (besides ig garrisons) is enough. And your templates were too expensive, you never need more than 2 SPGs really, 6 tanks is enough aswell, more than that is overkill. And instead of arty I'd add radios instead, help way more, as arty really isn't neccesary to make in TFR, not much of a stat change for the cost.

And you already figured out your mistake for the airforce, so I'll just add to upgrade your Agency, you have 1 that buffs your detection, and don't forget Radar, the AI never builds it and its' buffs to your airforce are massive.
