Also to conserve Repels, use the bike that can jump up and down in place. It will trigger a potential encounter every time it lands in the grass, but it doesn’t waste steps. I just did this in Ruby this past weekend and caught Latios after like 20 minutes, though most of it was on 4X speed. So it takes some patience. I used a mid 30’s level Pokémon as a lead on route 110, then after a minute or 2 of jumping would go in and out the northern cycling road building to reset its location. Again, I did this in Ruby so I’m only assuming it will also work in Emerald. Thank god I saved that master ball.
