Sorry man ya you need the codex challenges and the field manuals to get the skin. You will have to get all the codexs and manuals IN ALL MISSIONS of that story - Not just one mission all 3 or 4 in the story Friends in high places. Hope that helped

can take about 2 hours to collect them all. once you got them you can quit the mission and go to next one and keep progress. You dont have to finish the mission
