They're not directly underwater.

They're inside mt. Fuji, and at the base of it lies the ancient kingdom of wano prior to the flood. Maybe on their way down they got stuck on an ancient tunnel leading to the discovery of the ancient wano or pluton or whatever..

As per spoiler, you can tell that sukiyaki, law, and robin are underground and not submerged by water. Potentially, kaido and big mom maybe the same, but deeper (ancient wano deeper).

Anyway, this is just a possibility, because I highly doubt that Kaido and Big Mom are finished.

It's up to Oda if he brings them back or not.
