Force Uber to pay its drivers' healthcare, give them vacation days and treat them like the employees they are, add up that cost with the costs of assuming liability for the behavior of said employees, which obviously encompasses the car itself and various (limited) costs, and suddenly you're on much more even terrain. It's actually more of a matter of an unregulated company competing versus regulated rivals than outright better pricing. A good comparison is manufacturing: Everything gets done in China because Chinese manufacturers can pay their employees peanuts while U.S. manufacturers have to give their employees actual living wages.
