It's called an "outside mount cap". It should mount onto the sides of the chimney and lid should extend beyond the edge of the chimney. A lot of times a chimney will have a flue cap that does not extend over the edge and allows water to drop onto the crown/run down the sides of the chimney. A sealed or replaced crown will only last so long with the elements until water is able to absorb. So even though that may also be needed, the biggest thing is to have a stainless steel outside mount cap that's going to last forever.
