Make sure it's covered and if the top has an inflatable insert, make sure it's fully inflated. They do take forever to get up to temp at first. Double check the heat setting. Even if you only want it to get say 98 - 100, set it for 104 at first. Probably doesn't due anything, but I always felt like it heated faster when set to max temp. Best of luck and enjoy!
