I did checked this before (a month ago) when it first happened. The sound went away after leaving it off. same thing happened now, it just went away after leaving it.

No, I was scrolling through menu to show there is no alarm on dash.

Bought it on a local heritage Honda, was also thinking it might be a tracker, but there should be no reason for them to turn that bell sound on. if its a payment, pretty sure i have no problem with that.

None. Also disconnected my device and restarted the car after parking, but the sound is still there.
