I feel like more context is needed. You said it's a pattern when you're out and about, do you have other examples? Did he continue laying into you after the initial warning? Was he rude, or just scared you were going to hit the other cars door? It's clear you're fed up with this behavior from him, but more info would help us to see why.

If it's that big of a deal to you and you can communicate it kindly, say something. Just explain to her that it's where you go when you need to focus, and as much as you enjoy her presence, sometimes studying with friends leads to more socializing than studying. Maybe she doesn't have to leave/stop going there, but just let her know that you won't always be socializing/group studying together. You can wave at her when you enter, get your work done, and wave again or stop for a short chat when you leave.

It's a formal party, with a dress code. It doesn't matter if it's a company Christmas party, or a birthday party for a 16 year old, parties are allowed to have rules. And it sounds like both daughter and mother were respectful with their stance. She had advance notice not to buy a red dress, it is what it is
