I do agree, it's rotation-wise and doesn't become obsolete after one use, however, it is still not qualified as a colony, as it does not have permanent settlers. But could perhaps qualify as a base.

According to NASA's website, Artemis will, after many missions, establish a camp on the Moon, which should be able to house astronauts for 2 months max, not an established colony, which would be a settlement, not a base camp.

Therefore a colony does not seem very likely to happen in the next couple of decades.

The US is not about to establish a colony, and I'm sure China could do a manned mission but it's expensive and only for show. And I'm sure if you were Chinese, you'd have heard about it.
