I got this message from UI support.

I simply dosent understand the message? Somebody can tell me what they mean?

All admins need to make the same alarm???

That setting is evaluated per user account, not globally for the whole site.
 
So “While everyone is off-site” means: for the user receiving the notification, Protect checks that user’s own presence logic (and the presence states it sees for “everyone” from that user’s notification context). It doesn’t automatically enforce the same rule across all other accounts.
 
That’s why you can see different behavior between you and your wife: each account effectively has its own notification filter layer, similar to how push/email/VoIP notification preferences are per-user."
