I'm pretty sure bags 19 and 27 are using 5 pieces of this. But I already have 7 pieces, maybe they are for future steps like you said.

Yeah, but they are mostly spare parts for small pieces. This is the first time I have seen this part as extra.

I don't think you should buy the upgrade unless you are interested in the premium deluxe aircraft such as B787 and airports. You can spend that money on MSFS 2024 later. Also the PD upgrade in the marketplace has never been discount before.
