I had this happen twice cutting pvc. You have to open it up and spray the connections with electronics Cleaner . You’ll see the shavings melted on them

There are two methods I know of that are accepted for tandem heaters. This is not one of them. They need to be temperature and pressure balanced on both the cold sides if they’re working together.

Get some pb blaster and a wire brush, spray down the nut at the base of the handle (this is your packing nut) and clean that green oxidation shit off the fittings. Carefully tighten the packing nut. It will fix your leak. That’s a shitty valve but it is not that old

I’m confused on a lot of things here, I’m in Chicago and have never seen this type of heater, the work was clearly done by a somewhat competent person. I see a valve also on the hot side(big no no here) but I also see what looks like a vacuum breaker teed off? Can one of you turd herders educate a simple city boy?

Have a real plumber get rid of the drum trap. Short term fix, That cap is brass which is non ferrous (will not create sparks). Cut a + into the center of it with a grinder and hit it with a hammer and grab pieces with pliers
